XIP-0010: Affirmation of Two Additional Foundation-Vetted Security Council Members

Abstract

XIP-0010 affirms two additional Foundation-vetted Security Council Members, bringing the Xandeum DAO Security Council to the five-member minimum required by the Xandeum DAO Constitution v2.3.

This is the companion XIP required by Section 3.1.6 following XIP-0009. The two members are known to and verified by the Xandeum Foundation, and their identities will be held by the Foundation under Section 3.1.5.

No treasury spend is requested.

Motivation

The Constitution requires at least five (5) Security Council Members. XIP-0009 reaffirmed the three existing members and required a companion XIP for two additional Foundation-vetted members.

XIP-0010 completes that transition. It does not amend the Constitution, change governance parameters, or request funding.

Key Terms

Xandeum Foundation: The Xandeum Foundation.

Security Council: The council established under Section 3.1 of the Xandeum DAO Constitution.

Foundation-Vetted Security Council Member: A Security Council Member whose identity is known to and verified by the Xandeum Foundation.

Specification

Tokenholders are asked to affirm the addition of two (2) Foundation-vetted Security Council Members:

  • Security Council Member 4: identity known to and held by the Xandeum Foundation under Section 3.1.5.
  • Security Council Member 5: identity known to and held by the Xandeum Foundation under Section 3.1.5.

If approved, each member will serve a twelve (12) month term beginning upon passage and execution of XIP-0010, unless earlier replaced or removed in accordance with the Constitution.

This XIP is submitted under Sections 3.1, 3.1.1, 3.1.5, 3.1.6, and 4.1.1 of the Constitution.

Do you approve XIP-0010 to affirm two additional Foundation-vetted Security Council Members, whose identities are known to and held by the Xandeum Foundation, for twelve-month terms beginning upon passage and execution of this XIP?

Ballot Options

  1. Yes - Affirm the two additional Foundation-vetted Security Council Members
  2. No - Do not affirm the two additional Foundation-vetted Security Council Members

Implementation

If XIP-0010 passes:

  1. The two additional Foundation-vetted members will be seated as Security Council Members.
  2. The Security Council will reach the five-member minimum required by Section 3.1.
  3. The Xandeum Foundation will maintain identity records for the two additional members under Section 3.1.5.
  4. Public governance materials may be updated to reflect that the Security Council has reached five members.

No on-chain treasury transfer is requested.

  • Security Council Member identities are not publicly disclosed. Their identities are known to and verified by the Xandeum Foundation under Section 3.1.5.
  • Council expansion requires administrative updates. Governance materials may be updated after passage.

Outcomes

If approved, XIP-0010 will affirm two additional Foundation-vetted Security Council Members, bring the Security Council to five (5) members, and begin twelve-month terms for those members upon passage and execution.
